Urban Area Security Initiative

The Shelby County Office of Preparedness mission provides administrative assistance to address the unique planning, equipment, training, and exercise needs of Shelby County and the UASI region.


The Office of Preparedness is to assist the partnering jurisdictions in building an enhanced and sustainable capacity to prevent, protect, respond to and recover from all-hazards threats. These threats and eventualities can be natural or man-made.


The Office of Preparedness has a two-fold mission: Grants Administration and Program Administration. Within the scope of this mission, the Office of Preparedness integrates into the comprehensive public safety environment within Shelby County and the UASI Region.


Shelby County, TN Office Of Preparedness is made up of Homeland Security (HLS), Memphis Shelby County Emergency Management Agency (EMA), Memphis, TN Urban Area Security Inititative (UASI), and includes the following Tennessee counties: Shelby County, Tipton County, Fayette County, Lauderdale County as well as Crittenden County, Arkansas and Desoto County, Mississippi.

CITIZEN PREPAREDNESS GUIDE

The Shelby County Office of Preparedness HSL/EMA/UASI is dedicated to ensure our county is prepared for all man-made and natural disasters 24 / 7 / 365. Our team writes the countywide disaster plans and then regularly practices the plans by way of drills and exercises involving local, regional,state and federal agencies.We provide an Emergency Operations Center, which is the gathering place for emergency managers and public officials to work together during the disaster. We ensure resources are available and ready to distribute throughout the county through our Homeland Security division.
